TPCJSA By-Laws UpdateTacoma Pierce County Junior Soccer Association was founded in 1974 with the original By-Laws adopted in April of 1974. Since that time the soccer and business landscape has changed and evolved. With the last update to the By-Laws happening in 1989 (more than 23 years ago) to say that the current By-Laws are out of date is an understatement.
The current By-Laws have a number of out of date ways of running a youth soccer association. They call for board positions that have duties no longer handled at the association level.
VP Development - primarily responsible for coaching development. This is now handled directly by Washington Youth Soccer.
VP Operations – Primary responsibility is RMA which is now handled directly by Washington Youth Soccer
VP Organization – Has been combined with VP Operations duties for a few years now.
VP Competition - Signs off on club tournaments, coordinates with District ODP, Coordinates State League teams, all now handled directly by Washington Youth Soccer
That is 4 out of 7 elected positions that are considered obsolete. The results have been a very small executive board that has been trying to incorporate new people. However there has been a huge reluctance for new people to join the board in a position that has no real responsibility.
We have carefully reviewed the newer business style By-Laws template provided by Washington Youth Soccer. These now simply create board members who serve on the board and don’t have specific duties tied to a specific position. This allows for flexibility in naming people to chair different committees based on their expertise not on their elected position.
Please read through these documents carefully and be prepared to vote on them at the April meeting.
